Opinion

PER CURIAM.

We affirm the order of the Department of Environmental Regulation with the exception that we reverse and remand in part with directions that the order be modified to include the condition that there be no change in the present ratio between sail and power boats in the existing slips owned [925]*925by the appellee, Old Port Cove Properties, Ltd., Inc.
