Application for Reconsideration of Motion for Stay Pending Appeal to the United States Supreme Court.

Granted. Execution of district court judgment and the judgment of the Court of Appeal, Fourth circuit rendered on August 8, 1991, is stayed for 30 days in order to allow filing of an application for Certiorari or an appeal to the United States Supreme Court. Any further stay should be sought from the United States Supreme Court.
