I. INTRODUCTION

The plaintiffs bring this action seeking an injunction and declaratory relief which would prohibit logging in the virgin forest areas of the Boundary Waters Canoe Area (BWCA), located in Northern Minnesota. They allege that the Environmental Impact Statement (EIS) prepared by the United States Forest Service and accompanying its Management Plan for the BWCA, fails to comply with the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. §§ 4321-4347, and that the Wilderness Act of 1964, 16 U.S.C.
