Sec. 1983 (1988) complaint.* We have reviewed the record and the magistrate judge's opinion, and find no reversible error. Accordingly, we affirm on the reasoning of the magistrate judge. Fitz v. Thompson, No. CA-94-410-R (E.D. Va. Feb. 9, 1995). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.
