Opinion

PER CURIAM.

The order of the deputy commissioner denying the appellant’s claim for permanent total disability benefits is affirmed. We note that the record indicates that the e/c failed to provide adequate rehabilitative benefits to the claimant, but decline to address this issue as it was not raised by the parties below.

AFFIRMED.
