STOKER, Judge.

For the reasons assigned in the companion case of Bowden v. State, Department of Transportation and Development, 556 So.2d 1343 (La.App. 3d Cir.1990), the judgment of the trial court is affirmed. Costs of this appeal are assessed to defendant-appellant.

AFFIRMED.
