SULLIVAN, Judge.

For the reasons assigned in Carla Rachal v. State of Louisiana, Department of Wildlife & Fisheries, et at, 05-576 (La. App. 3 Cir. 12/30/05), 918 So.2d 570, 2005 WL 3579312, the judgment of the trial court is affirmed. All costs of this appeal are assessed to the State of Louisiana, Department of Wildlife and Fisheries, and Kelly Fannin.

AFFIRMED.
