PER CURIAM:

Louis Madrigal appeals the decision of the Labor and Industrial Relations Commission affirming the Appeal Tribunal's dismissal of his appeal for failure to participate in a scheduled hearing. Because a published opinion would have no precedential value, a memorandum has been provided to the parties. The decision is affirmed. Rule 84.16(b).
