Opinion
The order of the district court dismissing Thevis’ complaint is affirmed. Federal declaratory or injunctive relief against state criminal prosecutions, whether pending or threatened, is not justified in the absence of proof of bad faith, harassment, or other extraordinary circumstances that would call for equitable relief.
