This is a pro se civil action for money damages “ * * * authorized [b]y 42 U.S.C. [§] 1983. * * * ” The complaint alleges the Court’s jurisdiction under 28 [498]*498U.S.C. § 1343, presumably subsection (3), and also seeks declaratory relief under 28 U.S.C. §§ 2201, 2202.
