PER CURIAM.

AND NOW, this 21st day of November, 2018, the Petition for Allowance of Appeal is GRANTED. The decision of the Superior Court is REVERSED. See Ryan v. Johnson, 522 Pa. 555, 564 A.2d 1237 (1989). The case is REMANDED to the Superior Court for consideration of the merits of the appeal.
