Opinion

PER CURIAM.

The petition for writ of certiorari reflected probable jurisdiction in this court so we issued the writ. However, after hearing argument of the parties and upon further consideration of the briefs and record we have determined that the writ was improvidently issued. Therefore the writ of certiorari heretofore issued is discharged and the petition is dismissed.

It is so ordered.
