OPINION OF THE COURT

Main, J.

Since 1978, taxpayers have been required to indicate on their income tax returns the school district in which they reside (L 1977, ch 309). This information has been used to calculate a school district’s wealth which, in turn, has become the basis of distribution of certain forms of State monetary aid.
