Opinion

Concur: Chief Judge Fold and Judges Bubke, Beegah, Beeitel and Jasek. Judges Scileppi and Keating dissent and vote to reverse on the ground there was no rational basis for the finding of the State Liquor Authority that public advantage and convenience would be served by the granting of the license.
