Opinion

Per Curiam:

The Director of Revenue of the State of Missouri appeals from the judgment of the Circuit Court of Platte County, Missouri, ordering the Director to remove the administrative revocation from Mr. Maxwell Kampert's driving record and to reinstate Mr. Kampert's driver's license. Because a published opinion would have no precedential value, a memorandum of law has been provided to the parties. We affirm. Rule 84.16(b).
