PER CURIAM.

Because the circuit court disposed of the petition for writ of mandamus filed below on procedural grounds rather than the merits, we treat this proceeding as an appeal. The order dismissing the petition for writ of mandamus for failure to exhaust administrative remedies is AFFIRMED.
