Decision affirmed, without costs. No opinion. Bergan, P. J., Gibson, Reynolds and Taylor, JJ., concur; Herlihy, J. (dissenting). In my opinion there is no substantial evidence to sustain the finding of the board and I would vote to reverse and remit.
