Motion to dismiss the appeal herein granted and the appeal dismissed upon the ground that no substantial constitutional question is directly involved, with $20 costs and disbursements on the motion to the appellant. The motion to dismiss was not made until 11 months after the appeal was taken and over five months after the filing of the record and appellant’s brief, without explanation therefor in the motion papers.
