This court has considered relator’s petition for a writ of mandamus and the

App.—El Paso 2004, orig. proceeding).

PER CURIAM

PANEL: LIVINGSTON, C.J.; WALKER and MEIER, JJ.

DELIVERED: February 11, 2013
