In June 1989, defendant’s Board of Supervisors enacted Local Laws, 1989, No. 2 of Sullivan County (hereinafter the Local Law). The purpose of the legislation was to provide mobile home owners within the County with certain additional protections not afforded them under Real Property Law § 233, which governs the legal relationship between mobile [159]*159home park owners/operators and mobile home owners or tenants
