Opinion

KING, Judge.

For the reasons assigned in Chance v. State, through Department of Transportation and Development, 567 So.2d 683 (La.App. 3 Cir.1990), Number 89-319 on the Docket of this Court, the judgment of the trial court is affirmed. All costs of the trial and appellate courts are taxed to the State, through the Department of Transportation and Development.

AFFIRMED.
