OPINION OF THE COURT

Memorandum.

The order of the Appellate Division should be affirmed, with costs, for the reasons stated in its memorandum decision (see, 101 AD2d 1013) and in the decision of Justice John W. Grow at Special Term (119 Misc 2d 907; see also, Cleveland Bd. of Educ. v Loudermill, 470 US_, 105 S Ct 1487).
