AGREED-TO TEMPORARY RESTRAINING ORDER

HORNBY, District Judge.

The informational instructions on the City of Lewiston’s website refer to “graphic or obscene images or words.” The restriction shall not prohibit “graphic” images or words unless they are obscene.
