Reverse the judgment; because an action of debt does not lie for military certificates.

I was not in court when the judgment was given; but Mr. Williams told me it was reversed on account of the insufficiency of the declaration. He was mistaken, however, according to judge Tucker’s note book; which gives the reason, as above mentioned.
