Opinion

Upon consideration, the “Motion of the Federal Deposit Insurance Corporation to Vacate the Decision of This Court on Grounds of Mootness” is granted and the opinion of March 8, 1994 is vacated. The “Motion of Appellant Federal Deposit Insurance Corporation to Dismiss Appeal” is treated as a notice of voluntary dismissal and this appeal is hereby dismissed.
