PER CURIAM.

This appeal is transferred to the Court of Appeal, Fourth Circuit for expedited consideration. A law or ordinance has not been declared unconstitutional. Accordingly, under the provisions of Art 5 § 5(D) La.Const. of 1974 this case is not appeal-able to this Court.
