Motion for reconsideration of this Court’s order dated July 1, 1992 dismissing petitioner’s appeal upon the ground that the order appealed from does not finally determine the proceeding within the meaning of the Constitution granted and, upon reconsideration, appeal taken as of right dismissed upon the ground that no substantial constitutional question is directly involved.
