ELLIS, Judge:

For the reasons expressed in Stewart v. Schmeider, 376 So.2d 1046 (La.App. 1st Cir. 1979), the judgment appealed from is affirmed, at the costs of defendants Rack-ley and the City-Parish.

AFFIRMED.
