In re: O. Appell Crews, et al applying for certiorari or writ of review to the Court of Appeal, Third Circuit, Parish of Rapides. 277 So.2d 150.

Writ denied. Since there is no substantial non-compliance with the statutory requirements, and since the defects urged were not raised until after the election, we find no error.
