IV. CONCLUSION.

For these reasons, the Government's June 15, 2018 Motion To Dismiss is granted. Accordingly, the Clerk of Coutt is directed to dismiss the April 13, 2018 Complaint, with prejudice. Plaintiffs' October 15, 2018 Petition To Seal Case And To Cite Contempt is denied as moot.
