Dohoney, J.

This appeal presents no issue for consideration by this panel. The only claim involves the discretion of the officer in issuing a citation involving only a warning or involving civil infractions. As a matter of law, this decision is not subject to review by this panel. We would add, however, that the officer’s decision to issue a citation involving civil motor vehicle infractions seems well founded.
