Opinion

PER CURIAM.

We have considered at length the petition for common law certiorari which was revived, after denial, by our grant of rehearing. Considering the state of the record, the issue briefed by petitioner, and the limitation on our review powers by common law certiorari, we conclude that the circuit court did not depart from the essential requirements of law. The petition for certio-rari, accordingly, is

DENIED.
