Opinion

Motion, insofar as it seeks permission to proceed upon one typewritten copy of the record and six typewritten copies of the brief and appendix, granted, and in all other respects denied, without costs. Upon this appeal our review is limited to the question whether the board’s action was arbitrary and capricious. (Matter of Fairbanks v. Brewer-Titchener Corp., 25 A D 2d 583.) Herlihy, P. J., Reynolds, Staley, Jr., Greenblott and Cooke, JJ., concur.
