For the reasons assigned in No. 93-1134—Curtis Welch, et ux v. State of Louisiana, Department of Transportation and Development, 540 So.2d 596 (La.App.1994), et al, the judgment of the trial court is affirmed. All [603]*603costs of this appeal are assessed against plaintiff-appellant.
