Mr. Terrance Black (hereinafter “Black”) was convicted and sentenced to 40

years imprisonment for the murder of Susan Loper (hereinafter “Loper”). 1CR23,

19RR89. He timely appealed his conviction and sentence to the Fifth Court of

Appeals, which transferred the case to the Eighth Court of Appeals in El Paso.
