PER CURIAM.

AFFIRMED. See Mullins v. Dep’t of Law Enforcement, 942 So.2d 998, 1000 (Fla. 5th DCA 2006) (holding when factual findings of administrative agency are reviewed, court must not substitute its judgment for that of agency in assessing weight of evidence or resolving disputed issues of fact).
