—Appeal by Elmer W. Edwards III, the Incorporated Village of Bering Harbor, and the Architectural Review Board of the Incorporated Village of Bering Harbor from a judgment of the Supreme Court, Suffolk County (Prudenti, J.), entered July 18, 1994.
