Opinion

PER CURIAM.

Upon consideration of appellee’s concession of error, which we find to be correct, the order of dismissal issued by the circuit court is reversed and the cause is remanded to that court for further proceedings with regard to waiver of the filing fee and the merits of appellant’s claim if the filing fee is paid or waived.
