(1) Notwithstanding any general or special provisions of the Constitution, in order to insure continuity of state and local government operations when such operations are seriously disrupted as a result of natural or man-made disaster or disaster caused by enemy attack, the Legislature may: (1)(a) provide for prompt and temporary succession to the powers and duties of any elected or appointed public office, the incumbents of which may become unavailable for carrying on the powers and duties of such offices; and (1)(b) adopt measures necessary and proper for insuring the continuity of governmental operations including, but not limited to, the financing thereof. (2) Subsection(1) does not permit these temporary public officers to act or these temporary measures to be contrary to the Constitution and applicable law.
