Upon the consent of the Corporation Commission in writing first had and obtained, any foreign or domestic railroad transportation or transmission company or corporation may lease, sell, or otherwise dispose of its property and franchises to, or may lease, buy, or otherwise acquire and operate the property and franchises of any like Company or Corporation; provided, that the Legislature may impose additional limitations or restrictions upon the rights of any railroad company or transmission company to consolidate.
